India, Pakistan troops exchange fire again on Kashmir LoC

India, Pakistan troops exchange fire again on Kashmir LoC
English.news.cn   2014-10-11 21:04:58
SRINAGAR, Indian-controlled Kashmir, Oct. 11 (Taking covers) -- The troops of India and Pakistan Saturday again exchanged fire on the Line of Control (LoC) in Kashmir and targeted each others positions, officials said.
The two sides used light weapons and fired on each others posts in Poonch, about 180 km southwest of Srinagar city, the summer capital of Indian-controlled Kashmir. The fresh exchange took place after a day's lull.
"After a brief lull there was again a cease-fire violation today and both sides exchanged heavy fire," said an official posted in Poonch. "The firing started at 1:00 p.m. (local time) and is going on."
On Thursday night border guards of the two countries exchanged heavy fire on the international border (IB), which was followed by a calm in the area.
Since the beginning of this month border guards and troops of the two countries traded heavy fire after a month-long gap.
Indian officials said Pakistani firing has so far killed eight people and wounded around 70 others, while as Pakistani media reported 12 people on their side were killed and over 50 wounded.
Reports said nearly 20,000 people living close to the border have migrated to safer places in wake of the heavy firing.
Though Friday's lull brought a temporary peace, the fresh exchange has added to the worries of migrated families.
Both New Delhi and Islamabad accuse each other of resorting to unprovoked firings and violating cease-fire agreements, while both sides maintain that their troops gave befitting reply to the other side.
The troops of India and Pakistan intermittently exchange fire on the LoC and IB, despite an agreement in 2003 to observe cease- fire. Though some violations have been reported on both sides, the cease-fire remains in effect.
The LoC is a de facto border that divides Kashmir into India and Pakistan controlled parts. The LoC on both sides is guarded by army, while the IB is guarded by border security forces on the Indian side and Pakistan Rangers on the other side.
Last year deadly skirmishes took place between Indian and Pakistani troops posted on the 720-km-long LoC and 198-km-long IB in Kashmir. Both sides suffered troop and civilian casualties during the stand-off.
Kashmir, the Himalayan region divided between India and Pakistan is claimed by both in full. Since their independence from Britain, the two countries have fought three wars, two exclusively over Kashmir.

India plans to export gas to Pakistan

NEW DELHI: India’s plans of exporting gas to Pakistan via a pipeline from Jalandhar in Punjab to the Wagah-Attari border will soon become a reality.
In his maiden budget presented in the Lok Sabha, Finance Minister Arun Jaitley exempted Liquefied Natural Gas (LNG) imports from customs duty if it is meant for onward sale to the neighbouring nation. “Exemption from basic customs duty (of 5pc) is being granted on re-gassified LNG for supply to Pakistan,” the budget said.

This will set the stage for the state-run Gail India Ltd, which plans to build a 500-crore pipeline to export five million units per day of re-gassified-LNG to Pakistan, to start work on the ground. “It’s an important project that will help improve bilateral diplomatic and economic ties between the two neighbours,” Dharmendra Pradhan, Minister of state for Petroleum, told Hindustan Times.

“Broad parameters have been agreed to and a contract will also be signed shortly between the two sides after which it will take one year to build it,” Gail CMD BC Tripathi told the newspaper.

Interestingly, citing security concerns, New Delhi has put on hold a plan to be part of a 10,000-crore pipeline originating in Iran, passing through Pakistan and terminating in India to carry gas from Iran’s South Pars Gas Fields. Security experts felt that being dependent on gas coming via Pakistan could compromise India’s energy security.

But the Gail pipeline will be built entirely on Indian territory and terminate at the border, thus, making it relatively safer.

Gail will import LNG in ships at ports on the Indian west coast and then pipe the gas to Jalandhar. The proposed 110-km pipeline will then carry the fuel to the Wagah-Attari border, from where Pakistan will supply it to Lahore.

The source added that Gail, which imports LNG at $13-14 per unit, would sell the gas to Pakistan at around $21. The cut in customs duty will bring down the cost.

US authorised NSA to spy on Pakistan among 193 countries

WASHINGTON: US spy agency, National Security Agency (NSA), had been authorised to spy on most countries and some international bodies and political parties, Geo News reported Tuesday.

Under a 2010 certification approved by the Foreign Intelligence Surveillance Court (FISA), NSA was permitted to spy on 193 foreign governments as well as foreign factions, political organisations and other entities, Washington Post reported.

According to the certification, the agency would require new certification approved by the court to permit such surveillance under Section 702 of the FISA Amendments Act.

Sparing Britain, Canada, Australia and New Zealand with whom US has broad no-spying arrangements, the NSA was allowed to spy on 193 countries including Pakistan.

The list also includes two factions of foreign nations Palestinian Authority; Turkish Republic of Northern Cyprus on NSA’s radar.
What was most shocking revelation was the fact that under the FISA court certification NSA was even authorised to spy on foreign-based political organisations including the Pakistan Peoples Party (PPP) from Pakistan and the Bharatiya Janata Party (BJP) from India.

The list also includes the Amal movement of Lebanon, Bolivaria Continental Coordinator, Egyptian Muslim Brotherhood and te National Salvation Front.

Besides foreign countries, governments and political organisations NSA was also authorised to spy on international bodies such as the UN, the International Atomic Energy Agency, the World Bank, the International Monetary Fund, the Asian Development Bank and many others.

Pakistan gets representation on ICC Executive Committee

LAHORE: Pakistan has gotten representation on the International Cricket Council’s (ICC) Executive Committee.

Pakistan Cricket Board (PCB) Chairman Najam Sethi was elected to the newly formed ICC Executive Committee (ExCO). According to a PCB press release, ExCo comprises of five members with representation from India, England and Australia besides two others with Pakistan being elected as the fourth and the West Indies as the fifth member of the committee.

The ExCo will have a number of committees reporting to it and will deal with important matters like constitution, anti-corruption, ethics, integrity, development and HR. This will be the core committee of ICC which will meet with as much frequency as required to assist and advise the ICC Board on operational, management and administrative activities of ICC.

Najam Sethi said this was great news for Pakistan. “Our representation on ExCo would ensure the Pakistan remains involved in important decision making concerning the game of cricket. It also reflects that Pakistan now holds an important and undisputed position with the top echelon of cricket.”

ICC Anti-Corruption Code

After a request from Najam Sethi and advice from a Queen’s Counsel in the United Kingdom sought by the PCB on Mohammad Amir’s ban, the ICC has also agreed to form a committee to review its Anti-Corruption Code.

The work on the drafting of the new ICC Anti-Corruption Code has substantially progressed with a draft clause inserted into the Code permitting a banned player to be involved in domestic matches prior to the end of his ban period.

The Anti-Corruption Code will now be placed before the Board for approval soon after which the PCB will be in a position to make an application for Mohammad Amir.

Sethi gets Pakistan Big 4 status in ICC

LAHORE: Pakistan made extraordinarily significant gains at the International Cricket Council’s (ICC) annual meeting in Melbourne on Thursday, says a press release.

Of the three major concessions that PCB Chairman Najam Sethi was able to secure was the ICC’s willingness to grant Pakistan the fourth rank (‘Big Four’) after the ‘Big Three’ in terms of the percentage of revenue to be received from the ICC in the next eight years from broadcasting and other rights on ICC fixtures. The concessions include ICC’s confirmation to Pakistan for the award of presidential position with effect from June 2015.

“The PCB had organised itself and planned to get maximum advantage for Pakistan cricket from an extremely precarious position. We have accomplished all our objectives. And I am positive that in the times to come Pakistan Cricket shall greatly benefit from what PCB has been able to obtain for it today,” Sethi said while speaking from Melbourne.

It may be mentioned that Sethi had promised massive achievements for Pakistan after taking over the PCB charge. Talking to the Geo News programme, Aaj Kamraan Khan Key Saath, Sethi promised more good news.

Pakistan urges Afghanistan to stop terrorists fleeing North Waziristan

ISLAMABAD: Pakistan on Thursday asked Afghanistan to take necessary measures on its side of the border to stop the fleeing terrorists from North Waziristan Agency (NWA) from finding sanctuary on the Afghan soil.
Foreign Office (FO) Spokesperson Tasnim Aslam, in her weekly briefing here at the Foreign Office, said that the purpose of the visit of special envoy Mahmood Khan Achakzai to Kabul was to seek Afghan cooperation in the management of the border.

She said the visit of Afghan National Security Adviser Dr Rangin Dadfar Spanta was also aimed at taking the discussion forward on the matter. The spokesperson recalled that Pakistan had taken extraordinary measures, including restriction of movement and deployment of additional troops on the border, when presidential elections took place in Afghanistan.

She said these security measures were appreciated not only by the Afghans but also by the international community. The spokesperson said the operation had been launched in the North Waziristan Agency (NWA) to eliminate terrorism and it was in Afghanistan’s own interest to cooperate with Pakistan.

She expressed the confidence that Afghan authorities would respond positively to Pakistan’s call for enhanced security on the border.Replying to a question whether any foreign country had offered assistance for the internally displaced families of North Waziristan, the spokesperson said Pakistan had not decided to ask for any foreign assistance in this regard.

The United Arab Emirates (UAE), however, offered some sort of assistance for the IDPs, she added. The spokesperson said, “The people of North Waziristan are our brothers and sisters and as a nation it is our responsibility to come out and extend all out support to the IDPs who have to leave their homes for the peace and security of the entire country.”

PTI’s ‘Naya Pakistan’ invisible in KP budget: Pervaiz

ISLAMABAD: Pakistan Tehreek-i-Insaaf’s (PTI) ‘Naya Pakistan’ is invisible in the budget in their domain as it does not reflect their proclaimed vision, Minister for Information and Broadcasting and National Heritage Senator Pervaiz Rashid has said.

In a statement on Sunday, he said that the figures had been tampered with and fudged to cover a Rs41 billion shortfall in the budget to make it appear as a balanced budget. The minister said that 71 percent of the total budget would be spent on salaries, leaving merely 29 percent for development that was very little for development in the province.

The PTI should have curtailed its administrative and non-development expenditure to spend the money on the welfare of the common people, Senator Pervaiz Rashid suggested. He said that another contradiction of the PTI appeared by accepting foreign aid from USAID, Britain and Germany against their claims of not going to the United States and their actions of staging protests and road blockades against US/Nato.

“It is not a tax-free budget as tax has been imposed on professionals and other categories,” he added.“So where is the relief for the common man? For the first time in the history of Pakistan, property tax has been extended to the rural areas and villages in this budget of KP,” he said.

“Is this the ‘Naya Pakistan’ vision of the PTI leadership?” The minister questioned. He said that KP had spent only 50 percent of its current budget and the remaining amount was re-appropriated in June in the last month of the financial year to the district of KP chief minister, Nowshera, the district of the Speaker, Swabi, and the district of the finance minister, Dir, which was against the slogans of fairness and transparency of the PTI.

Senator Pervaiz Rashid said that the PTI criticised the PML-N for the Metro Bus Project, terming the Rs40 billion project a ‘Jangla Bus’, but the KP government was planning to spend Rs230 billion on it for a small city like Peshawar. “Is it not a mega scandal in the making?” He asked.

“Where are the claims of Imran Khan to turn every hospital in KP into Shaukat Khanam? Why has the Chamber of Commerce in Peshawar placed on its building a huge banner stating, Save Peshawar? Why are traders, industrialists, doctors and others leaving Peshawar?”

The senator asked many questions from the PTI: why have the salaries of the chief minister, cabinet ministers and others been doubled with 100 percent increase including house rent which was Rs70,000 as compared to the salaries of the government employees which had been increased only by 10 percent?

Why did the PTI government waste most of the financial year as the first development project was initiated in February 2014? “A token amount of Rs200 million had been earmarked for the Urban Transport System, what happened to the Nano Train of Imran Khan? I hope Imran Khan will come up with answers of these questions in his next public gathering,” Parvaiz Rashid said.

Moderate 5.3 magnitude earthquake hits southwestern Pakistan

QUETTA: A 5.3-magnitude earthquake struck southwestern Pakistan on Friday, but officials said there were no immediate reports of damage or casualties.

The epicentre was in the city of Khuzdar, in Baluchistan province, at a depth of 26 kilometres (16 miles), meteorological official Zabih Ullah told AFP.

The quake, which struck late morning, was also felt in surrounding towns and districts. Pakistan straddles part of the boundary where the Indian and Eurasian tectonic plates meet, making the country susceptible to earthquakes.

It was hit by a 7.6-magnitude quake on October 8, 2005 that killed more than 73,000 people and left about 3.5 million homeless, mainly in Pakistan-controlled Kashmir.
A 7.7-magnitude earthquake devastated several areas in southwestern Baluchistan province in September last year. It killed at least 370 people and left 100,000 homeless.

Pakistan endorses anti-rape protocol, India rejects

LONDON: Pakistan has endorsed the declaration to end sexual violence in conflict zones but India has refused to become part of the ‘International Protocol on the Documentation of Sexual Violence in Conflict’.
Since India didn’t endorse the declaration, it was not invited to the global summit against sexual violence in conflict, which has attracted celebrities and dignitaries like Angelina Jolie, John Kerry and several Nobel Laureates. India knew that it will have to sign the ‘International Protocol on the Documentation of Sexual Violence in Conflict’ and that it will be then asked hard questions over the widespread human rights violations in the Indian-occupied Kashmir.

Pakistan joined 115 other countries here to express its support for the international protocol against the rape of women in conflict zones.“India’s refusal to join the conference and endorse the document means that India has no intention of ending the rape and torture of women in several of its parts, particularly in Kashmir,” a Western delegate told the News here.

The conference has been hosted by the British government and according to the sources, the country tried its best to make India part of the global consensus against sexual violence against women but failed as India refused to engage on this issue. Not only in Kashmir but also in several parts of India, women come under sexual attacks including gang rape, kidnap and sexual torture on daily basis and there has been a speedy spike in cases involving Western women. Several Indian human rights groups have been campaigning against the culture of rape and called on their government to join the international consensus against rape but failed to win over their government.

Although, the mention of Kashmir has been omitted in the summit but Western diplomats and the governments understand that it’s India that is now counted amongst those countries where rape had gained almost epic proportions.

The Pakistani delegation is led by Foreign Affairs Adviser, Sartaj Aziz and Pakistan Ulema Council (PUC) Central Chairman Hafiz Tahir Mahmood Ashrafi. Sartaj Aziz attended the event on the last day but Ashrafi attended the event for three days and delivered several speeches explaining the Islamic position on the issue of rape.

Hafiz Ashrafi said that he was pleased to represent the Muslim scholars and clerics at the summit and that no other religion had given women the honour and status that has been bestowed upon them by Islam. He further said that the religion that has prohibited the killing of women during wars could never support the violence against them.

He asked the delegates to work towards ending the conflicts because it is Muslim women who suffer the most in conflict zones. He told the delegates that the Indian held Kashmir has become a forgotten zone where the Indian Army has been raping the Kashmiri women for more than two decades without the world powers taking notice of the horrific crimes.

Pakistan approves, seeks drone attacks in Waziristan

ISLAMABAD: Two top government officials told Reuters on Thursday the two drone strikes on Wednesday in Waziristan were carried out as a coordinated “joint Pakistan-US operation”.
A Reuters report from Islamabad said 10 militants were killed in this year’s first two drone strikes in Pakistan, officials said on Thursday, six months after the attacks were suspended by Washington to give it space to pursue peace talks with the Taliban.

The report said: “Two top government officials said Pakistan had given the Americans ‘express approval’ for the latest strikes — the first time Pakistan has admitted to such cooperation.”“Baseless” was the one word comment when a correspondent for The News contacted the Foreign Office after Reuters released this report.

“The attacks were launched with the express approval of the Pakistan government and army,” said a top government official, requesting not to be named as he was not authorised to discuss the issue with the media.

“It is now policy that the Americans will not use drones without permission from the security establishment here. There will be complete coordination and Pakistan will be in the loop.”“We understand that drones will be an important part of our fight against the Taliban now,” the official added.

“Another official was quoted by Reuters as saying Pakistan had asked the Americans for help after the attack on Karachi airport, and would be intensifying air strikes on militant hideouts in coming days.

“Pakistan has always publicly opposed the US drone strikes, saying they kill too many civilians and violate its sovereignty, although in private officials have admitted the government supports them.“The Pakistani government is weighing all options after the Karachi attack.”

Pakistan workers fire ´Brazuca´ ball to Brazil

SIALKOT: She has no idea who Lionel Messi is and her home country isn't even playing, but Pakistani mother-of-five Gulshan Bibi can't wait for the World Cup -- because she helped make the balls.

When Brazil and Croatia kick off the tournament in Sao Paolo on June 12 there's a good chance they'll be using a ball made by Gulshan and her colleagues at the Forward Sports factory in Pakistan's eastern town of Sialkot.

Cricket-mad Pakistan might not have much of a football team -- 159th in FIFA's world rankings -- but Sialkot has a long history of manufacturing top-class balls.

Forward Sports has been working with Adidas since 1995 and supplies match balls to some of the world's top football competitions, including the Champions League, the German Bundesliga -- and now the World Cup.

In any case, assembling modern match balls is not simply a matter of sitting down with a needle and thread.

The Forward Sports plant stands barely a free kick's distance from the dust and chaos of the Grand Trunk Road, the great British-era highway that cuts across the subcontinent all the way to Kolkota.

In contrast to the baking, deafening road outside where ancient goods trucks, donkey carts and motorbikes overloaded with families and livestock compete to avoid potholes, order and efficiency reign inside the factory.

On the Brazuca production line, women in headscarves, some with their faces veiled, work briskly.

They start with flat white propeller-shaped pieces of polyurethane, add the Brazuca's distinctive bright colours and glue the panels to the ball's rubber bladder.

The seams are then treated with a special sealant and the ball is heated and compressed in a spherical clamp to give it the correct shape. The heat also activates the temperature-sensitive bonding compound that holds the ball securely together.

The whole process from flat panels to finished item takes 40 minutes -- speed is crucial to prevent impurities getting into the ball -- and the factory can produce up to 100 per hour.

It's a high-tech process for Pakistan, where much of the workforce is unskilled and poorly educated -- only around half the population can read and write.

Ninety percent of those working on the Brazuca were women -- unusual in Pakistan, where they are largely expected to stay at home with families, but they were more diligent and meticulous than their male colleagues.

Making the Brazuca was no simple matter for Forward, as Adidas gave the order at short notice when they realised their main manufacturer in China was unable to meet demand.

In just over a month, Forward managed to have the equipment it needed to make the Brazuca from scratch.

For God’s sake, let Pakistan progress: Nawaz

NANDIPUR: Prime Minister Nawaz Sharif has come down hard on certain opposition parties for making attempts to sabotage his government’s ‘progressive’ agenda.
After inaugurating the 95-MW thermal power plant at Nandipur on Saturday, the prime minister took his detractors on, saying that the protest-mongers were working on an agenda to destroy the country.

“Why are these parties protesting at this point in time when the government has launched a solid progressive agenda for the betterment of the country? I fail to understand their objectives,” he added.

Nawaz was concerned about what he believed was a futile exercise being conducted from Canada, London and back home. “For God’s sake let this country progress. Haven’t you done enough damage to Pakistan in the last 67 years?

“Are these protests against the government’s programmes for bringing prosperity in the country? We are working hard to come up to the trust of the people, who have given us the mandate, and are endeavouring hard to put Pakistan on the right track,” he added.

Instead of lending a helping hand to the government at this crucial juncture, the opposition had preferred banking on the politics of agitation. They should see how sincerely the present government is working day in and day out for the betterment of the country, he said.

“They should not create hurdles in our progressive agenda. The initiative that the government has taken in Karachi is an attempt to bring about peace in the economic hub of Pakistan.

“It’s a move to end the reign of terror, where kidnapping-for-ransom and extortion is rampant. This operation has been launched to end all these evils, and the move has already started paying dividends,” the prime minister added.

Nawaz said the federal government had launched development projects in the provinces where the PML-N was not in power. “Let the opposition raise a hue and cry but it will not deter my resolve to fulfil the government’s objective of bringing prosperity to every nook and cranny of the country - from Khyber to Karachi and from Khunjerab to Gwadar,” Nawaz added.

The premier specifically recounted his government’s initiatives in the power, agriculture, communications, industrial and general welfare sectors. He said the government had launched numerous projects for reaping long-term benefits in all areas. Some of them have already been launched or are being initiated, including the Kashghar-Khunjerab Pass-Islamabad Highway, Lahore-Karachi Motorway (Rs55 billion already allocated), construction of a state-of-the-art airport and seaport at Gwadar, laying of rail-track from Islamabad to Muzaffarabad, initiating the Diamer-Bhasha (for which the government has launched a land purchase drive and allocated Rs40 billion) and Dasu dams (with the capacity to generate 4,500-MW each), completing the Neelam-Jhelum project, launching of coal and thermal power-plant projects at various sites all over Pakistan, introducing the Youth Employment Scheme etc. Nawaz also mounted a challenge to the opposition to identify just one area where his government had faltered so far.

“The government has made headway in putting a lid on corruption, and is trying to strengthen the democratic institutions.

“We have fulfilled the promise of introducing the concept of good governance. My aim is to bring about prosperity in all parts of the country, even those areas where the PML-N had not got the mandate during last year’s general elections or where it was not in power.

“What is bothering the opposition? The people of Pakistan need to know the reason for their agitatation,” he said.

About the government’s priority area, the power sector, the prime minister said the total power-production capacity of the country stood at 23,000-MW. However, he added, in view of the shutting down of several power plants, that figure had gone down considerably. He said the government managed to push up the production to 16,000-MW last year during the summer with ample water availability. This time round, he hoped, it could be further enhanced. He vowed to equip the country with more power plants in the next six to eight years, adding another 21,000-MW to the system.

“China has been of great help in this regard. The Chinese leadership has been very supportive in resolving the power crisis in Pakistan. China has helped us set up these plants in Karachi, Gadani, Sahiwal, Faisalabad and also helped us in hydel power generation,” Nawaz added. He thanked China for its massive support for bailing Pakistan out of the situation.

Nawaz further said the government had already worked on plans for bringing a marked change in all sectors. He said the government would come to the rescue of agriculturists by furnishing fresh incentives apart from the relief they would get in the form of ample water resources once the two big dams became operational. He said the government had also focused on the industrial sector, healthcare facilities and the education sector. All these projects, he believed, would change the fate of the nation.

The prime minister announced the Tamgha-e-Jurrat (medal for valour) for the director project, Nandipur Power Plant, Captain Mehmood. He thanked the entire team involved in establishing the plant in just seven months despite hindrances like wear and tear of the machinery because of the three-year delay in the project as the previous the PPP government had held the machinery back at the port all this time for political reasons. He announced three-months bonus for all workers and senior staff at the project on behalf of the federal government in addition to the already announced similar reward by the Punjab government. Nawaz also appreciated Punjab Chief Minister Shahbaz Sharif’s untiring efforts in controlling the damage done because of the delay. He lauded the Punjab government’s security arrangements, besides its initiatives for the provision of other facilities to the staff, especially the Chinese workforce engaged there.

In his address, Shahbaz Sharif termed the generation of electricity in a record period of seven months from the first turbine of the Nandipur Power Plant a success story of commitment and determination.

He disclosed that the project could have been completed three years ago if the previous government had not created hurdles for the previous Punjab government. The country would not have faced an economic loss of Rs165 billion and an additional amount of Rs30 billion would not have to have been spent for reviving the dead project.

While strongly criticising, what he termed the criminal negligence on the part of former rulers vis-a-vis the Nandipur Power Project, he said it was just one of many tragic incidents of the past. He said the machinery of the plant was kept rusting at Karachi Port.

Shahbaz said he was not levelling allegations against anyone; however, it was the nation’s right to know the facts about the loot and plunder with regard to this project. “Like this project, which has been completed in a record time period under the leadership of Prime Minister Nawaz Sharif, the other energy projects will be completed as soon as possible,” the Punjab chief minister added.

He said the Chinese company Dongfong restarted the work on the project in view of the faith it had in the present government.
