All-out help to make PIA best airlines: PM

 

ISLAMABAD: Prime Minister Muhammad Nawaz Sharif said on Sunday that all-out help would be extended to make the Pakistan International Airlines (PIA) the best airlines.

He visited the newly-acquired A-320 aircraft by the PIA that could start the renaissanceof the national flag carrier. Nawaz expressed joy over the deal and said it was pleasing to see the new aircraft being inducted into the PIA fleet. He said with the present initiatives being taken, PIA shall soon be revived to its past glory.


Nawaz took a round of the aircraft that was parked at the Islamabad International Airport. It is the first of the 14 most sophisticated aircraft being acquired by the PIA.The French-made A-320 is the first aircraft that the PIA has acquired in 10 years as the last purchase was the wide-bodied Boeing 777 in 2004, which had ruined the economy of the airline as it wasn’t cost effective. There are allegations that the then president and prime minister got heavy commissions in that deal. The airline is still paying heavy installments of that plane.


Sources said Boeing 777 was bought against the experts advice by allegedly changing the decision of the PIA board overnight by the then president. Nawaz was greeted by the PIA employees when he arrived at the airport. Interestingly, the prime minister had approved the inclusion of 14 new aircraft into the PIA fleet.


Special Assistant to Prime Minister on Aviation Shujaat Azeem, Managing Director PIA Muhammad Junaid Yunus and Director Flight Operations PIA Captain Qasim Hayat accompanied the prime minister.


Shujaat Azeem briefed the prime minister that the airline was also in the process of inducting 14 aircraft into its fleet, including the narrow body, wide body and turbo-prop aircraft. The airline has placed an order for three A320 aircraft with GECAS of which one aircraft had been received while the remaining two will be delivered next month and in September. The remaining aircraft will be inducted in the near future.


The Airbus A320 has a seating capacity of 180. The aircraft will be in operation immediately. Visiting the aircraft, Prime Minister Nawaz Sharif said he would like to see more Pakistanis traveling with the national flag carrier, which should be the preferred choice of passengers.

A traditional budget at best

 

ISLAMABAD: What we are up against are extraordinary economic challenges. A traditional budget is not good enough. What we need is a budget with a whole host of ‘out of the box’ features. What we have is a ‘standard, conventional, customary budget produced, done, or used in accordance with our long-established rather mundane traditions’. Being traditional does not mean being bad.
Here’s what is good: The budget deficit, certainly the root of a hundred financial evils, is down. Down rather substantially-around 2 percent of GDP or a wholesome Rs500 billion. That means that the government would not have to borrow Rs500 billion and that means that the private sector would have Rs500 billion to invest. I hear that the Peoples’ Work Program I and the Peoples’ Work Program II, under which MNAs and Senators dole out billion-rupee programs, are on their way out. That is so good.

I like the tobacco tax and I wish it was a lot higher because we need to discourage some 25 million Pakistanis from taking out their next cigarette and cigarette kills more than 100,000 Pakistanis a year. I also like the beginning of the elimination of the SRO regime.

I like all the housing incentives wishing that the budgetary allocations were a lot higher. And I like the Rs63 billion for the Higher Education Commission.I also like how Ishaq Dar has reversed the trend whereby even Pakistani housewives had begun converting their rupees into dollars.

And I like how 3G/4G licences were auctioned off in a transparent exercise.What I didn’t like is tax, tax and more tax. There was hardly anything about expenditure control. The oil mafia continues to gulp down Rs400 billion a year. The State Owned Enterprises eat up an additional Rs500 billion. The Rs1.3 trillion PSDP has little monitoring and no direction. And our government’s so-called Commodity Operations cost us Rs100 billion a year every year.

What is totally beyond my comprehension is how the Ministry of Finance plans on collecting an additional Rs600 billion in taxes. What I do not understand is that how can the government expect to extract an additional Rs600 billion in taxes and still claim that our GDP growth will come in even higher. Oxymoron!

What I don’t like is the way the FBR collects taxes. Our industrial sector is 25 percent of our GDP and we extract 67 percent of taxes from the industry. Our agriculture sector is 21 percent of our GDP and we collect Rs1 billion in taxes. Our services sector is 55 percent of our GDP and no one knows how much is collected in the form of taxes.

What I miss the most is a growth strategy. The budget really does not have a growth strategy. The budget has failed to identify particular growth sectors. And the budget has failed to identify specific growth drivers.

Yes, the budget has mega infrastructure projects as growth drivers. That experiment is bound to fail — fail rather miserably. In 1930, America tried to come out of its depression via government spending on infrastructure. Eighty four years ago, America failed. In 1990, Japan tried to come of its recession via government spending on infrastructure. Twenty four years ago, Japan failed. Eighty five years ago, Einstein defined insanity as: “Doing the same thing over and over again and expecting different results.”

We will not be able to accelerate our rate of economic growth by starting multi billion rupee infrastructure projects. Economic growth is a byproduct of increased labour productivity or expansion. Labour productivity is dependent on education, efficiency and/or infusion of new technology. Alas, our budget has none of that.Our financial disease is not benign. At most, the Budget 2014-15 is an antibiotic. What we need is chemotherapy.

Katarina Johnson-Thompson sets personal best

GOTZIS: KATARINA JOHNSON-THOMPSON claimed gold in the prestigious Hypo-Meeting in Gotzis as Great Britain's latest heptathlon star laid down a marker with a personal best ahead of the Commonwealth Games.

Victory in the 800 metres saw the 21-year-old pip Canada's Brianne Theisen-Eaton to gold by 41 points, 6,682 to 6,641, with the same pair expected to challenge one another in Glasgow this summer in the absence of Jessica Ennis-Hill.

Johnson-Thompson had sat second overnight but moved into first by winning the long jump with 6.70 metres to Theisen-Eaten's 6.59.

The Canadian reclaimed top spot in the javelin but Johnson-Thompson's new personal best of 41.44m in the event left her primed ahead of her favoured 800m and she duly delivered.

There was even more encouraging news for Britain with 17-year-old Morgan Lake finishing 17th, having also set a personal best in the javelin as she broke the 6,000 points mark with 6,081.

Surgery is best for managing diabetes in heavy people

WASHINGTON: When it comes to managing type 2 diabetes in overweight people, stomach-shrinking surgeries are still more effective than trying to shed pounds with pills and lifestyle changes, researchers said Monday.

Three years into a US study that compares various approaches -- gastric bypass, sleeve gastrectomy and simply trying medical counseling, diet, exercise and weight loss medications -- the findings show that the two surgical procedures are still superior at reducing blood sugar and weight.

Researchers said their findings could provide a way to help the some 23 million American adults who have type 2 diabetes, most of whom are overweight or obese.

Fewer than half of adults with diabetes are able to get their blood sugar under control with medication, experts say.

The latest results from the largest randomized controlled trial of its kind were published in the New England Journal of Medicine and discussed at the American College of Cardiology annual meeting.

"Bariatric surgery was more effective than medical therapy in achieving glycemic control with weight loss as the primary determinant of this outcome," said study author Sangeeta Kashyap, associate professor medicine at Cleveland Clinic Lerner College of Medicine.

"We concluded that bariatric surgery should be considered as a treatment option for the treatment of type 2 diabetes in patients who are moderately and severely overweight."

- More weight lost by surgery -

The research included 150 overweight people with uncontrolled diabetes that had persisted for at least eight years when they began the study, despite taking three or more medications.

They were randomly assigned to undergo one of the two surgeries plus counseling, or simply expert therapy in health changes without surgery.

After three years, just five percent of patients who did not have surgery had achieved the desired level of glycemic control, defined as a three-month average blood glucose level of six percent or lower.

That target is slightly more aggressive than the American Diabetes Association recommendation of seven percent.

The surgery groups did much better, with 37.5 percent of gastric bypass and 24.5 percent of sleeve gastrectomy patients meeting the mark, after starting at an average blood sugar level of 9.2 percent.

Weight loss was five to six times greater in patients who had one of the surgeries.

The gastric bypass group lost on average a quarter of their body weight while the sleeve gastrectomy patients shed 21 percent. Those on medical therapy alone lost four percent.

- Quality of life -

Meanwhile, people who did not undergo surgery reported no improvements in quality of life, according to eight measures including body pain, general health, energy and fatigue.

Gastric bypass patients reported five improvements and sleeve patients reported two. There were no major complications among those who underwent the surgeries.

Gastric bypass involves reducing the stomach to below three percent of its natural volume, then connecting a new gastric pouch that bypasses the stomach and goes straight to the intestine.

In sleeve gastrectomy, part of the patient's stomach is removed to reduce its volume by about 75 percent.

Gastric bypass outperformed the sleeve gastrectomy in the study, which was funded by the National Institutes of Health, the Cleveland Clinic and Ethicon, a division of pharmaceutical giant Johnson and Johnson which sells surgical products for weight loss.

Amit Khera, associate professor at the University of Texas Southwest Medical Center, who was not involved in the study, described the research as "important" because it addresses the longer-term benefits from surgery versus counseling and weight loss attempts alone.

"In the surgical arm, it does seem to be quite durable," he told reporters.

"Normalizing blood sugar seems to be retained at three years. That is a really important observation."

On the other hand, people who did not have surgery showed early improvements in their blood sugar, dropping close to the target of 7.5 in the first year.

But that group was back up to 8.4 percent in year three.

The study, called the Surgical Treatment and Medications Potentially Eradicate Diabetes Efficiently (STAMPEDE) trial, is designed to follow its patients for a total of five years.

Over a period of five years, biggest losers among the SellAnyCar.com’s Top 10 are Mercedes-Benz, Hyundai and Ford, losing 34, 34 and 35 per cent of their initial values, respectively.

On specific models, the findings suggest that Mitsubishi Lancer, Toyota Land Cruiser and Toyota Corolla lose most within the first year, while Toyota Camry, Toyota Yaris, Honda Civic retain the most (or lose the least).

According to the online car reseller, over a period of five years, biggest losers in terms of specific car models are Mitsubishi Lancer, Toyota Corolla and Toyota Land Cruiser, dropping to 31, 35 and 36 per cent of their initial values, respectively.

On the other hand, the car models that will retain the most are Toyota Yaris, Nissan Altima and Toyota Camry, retaining 53, 45 and 45 per cent of their initial values, respectively.

The largest drop in value occurs in the first year, being an average of 20 per cent for the top 10 most valuated models.

Design: The Z1 Compact looks exactly like the Z1 and the Z1 Ultra, only miniaturized: it’s sleek, it feels premium and while it’s not heavy, it’s got a reassuring heft. Performance: The Xperia Z1 Compact has the same processor and RAM powering current flagships, so there’s no question of lacking the horsepower you need for any task.
Memory: A lot of phones these days tend to put in high internal memory with no option for a microSD slot (I’m looking at you, Lenovo Vibe Z). Thankfully, the Z1 Compact has no such qualms and along with its 16GB of built-in memory, you can throw in a microSD card of up to 64GB.
Connectivity: The call quality and network reception is good as any phone out there, so no complaints there.
Software: Currently, the Xperia Z1 Compact ships with Android 4.3 Jelly Bean out of the box, with a few customisations by Sony. Sony’s changes don’t add anything that you won’t get by installing the right apps, but it’s not cumbersome or ugly either.

Camera: The highlight of the Z1 Compact is the 20-megapixel camera on the back, which is among the best Android shooters out there. Special Mention: The coolest part about the smartphone is that it is waterproof and dust-resistant, while still looking sleek and compact. I used the phone in the shower, I kept it under running water in the sink and I spilt a cup of tea on it—one wipe and the Z1 Compact was ready to go. I can’t quite explain how much this adds to the experience of using a smartphone, especially an expensive one, as you are no longer worried about the silly small damages of everyday life. Imagine walking into the rain without any concern about the phone in your pocket—it’s a smartphone that offers a little peace of mind.
Verdict: If you want an Android smartphone without a gargantuan screen, the Sony Xperia Z1 Compact is the best choice. The question then comes around to whether you should buy this or the iPhone 5c, which is available for around Rs. 40,000. In terms of pure hardware, the Z1 Compact edges ahead with its camera, expandable memory and waterproofing—considering it’s a good Rs 6,000 lesser, I’d put my money on the Z1 Compact. But you need to be okay with Android over iOS for that.

PM for speedy development through best economic decisions

LAHORE: Prime Minister Nawaz Sharif on Saturday directed the government functionaries to take the best economic decision to ensure proper use of each and every penny from the national exchequer.
He was speaking at a briefing regarding Ravi Zone development and conservation of archaeological sites, including Jahngir Tomb, at his Raiwind residence on Saturday.
Chief Secretary Punjab Naveed Akram Cheema, Chairman Planning and Development Department Irfan Elahi, Commissioner Lahore Rashid Langrial, LDA Chairman Ahad Cheema, two Singapore based consultants engaged in conservation of Jahangir Tomb and other senior officials of the government were also present.
The Prime Minister said experts and consultants from the private sector should be engaged in development works to ensure the maximum utilization of available resources and achieving a goal of development in the shortest possible time.
He said the public private partnership could be among the best options for reducing financial burden of big projects on the government and getting an efficient and better outcome.
He said `high end areas' should be developed in big cities, including Lahore, keeping in view models from the developed world for allowing construction of multi-storey buildings.
He stressed the need of adopting the best `commercial leverages' for enhancing value of the government's lands so that the land resources of the public sector could be used in the best interest of the masses.
Talking about residents of poor localities, he directed officials of development authorities to take steps for providing the best organized living facilities to people residing in unorganized areas.
"It is a social obligation to provide the best living facilities to people of unorganized areas and the government would do its best in this regard," he said.
Nawaz Sharif got a detailed briefing on steps to improve water table of Lahore and directed the Lahore Development Authority (LDA) to prepare proposals on economically viable options in this regard.

KANGANA SAYS SHE HAS GIVEN HER BEST IN ‘QUEEN

No Indian university in top 100 global list, Harvard voted best

None of the IITs have made it to the top 100 of a global list released by the Times Higher Education World Reputation Rankings on Thursday. 

CHENNAI: None of India's 700 universities and 35,539 colleges has made it to the top 100 list of the Times Higher Education World Reputation Rankings released on Thursday.

This means that academics don't think too highly of the capabilities and work of our higher educational institutions.

The ranking, drawn on the findings of an invitation-only academic opinion survey, is based on the subjective judgment of around 60,000 senior, published academics considered as "the people best placed to know the most about excellence in our universities".

Harvard University, the Massachusetts Institute of Technology and Stanford University in the US lead the list followed by the UK's University of Cambridge and the University of Oxford. Agency reports said that Punjab University, the alma mater of Prime Minister Manmohan Singh, found a place in the unranked section of 226 - 300. It is followed by the IITs in Delhi, Kanpur, Kharagpur and Roorkee between ranks 351 and 400.

Indian Institute of Science, Bangalore is ranked highest among Indian institutions, at just below 200, from its 130th place last year. IIT-Bombay figures among the 210-220 group, and IIT-Delhi and IIT-Kanpur are ranked below 250.

The US has the most representation with more than 45 institutions figuring in the top 100 followed by the UK with 10 institutions, Germany with six and Japan and Australia with five. India is the only BRIC country that is not represented in the top 100 list. China has two of its institutions on the list while Brazil and Russia have one each.

Though based on perception experts said the reputation ranking cannot be taken lightly. In his article 'Credit check' on the website, Times Higher Education Rankings editor Phil Baty said that reputation is the currency of global higher education today, and is accepted by scholars, students, donors and industry.

"In today's academy, reputation is the currency: research has shown that institutional standing is the top consideration for academics when moving jobs, is vital for the formation of international collaborations, and is essential in persuading philanthropists to give and industrial partners to invest," Baty said.

According to data put together by the Institute of International Education on international student mobility in 2012, the number of foreign students registered in Indian higher education institutions in 2012 is 27,000, much lower than in other Asian countries like China (3.28 lakh) or Japan (1.37 lakh).

"Personal experience has shown that IITs are incredibly highly valued in institutions like MIT or Caltech. When we host international delegations in the realm of technology, we find that IITs are as good as any other institution," said R Nagarajan, dean, international and alumni relations, IIT-Madras. But he maintained the stand that it was unfair to compare IITs which are technical institutions with universities that also ran other courses.

VIT University chancellor G Viswanathan said that the visibility of Indian institutions outside the country is poor. "If we want to be known outside the country, we must have partners around the world and get international accreditation. Senior institutions like the IITs are only taking the initiative to get international students or faculty," he said.

His turn as a homophobe who begins smuggling experimental medicine in Texas when he learns he is HIV-positive earned him his first nomination and Oscar, after a series of star performances in an increasingly serious series of films.
He quickly praised his rivals for the award, saying "all these performances were impeccable, in my opinion. I didn't see a false note anywhere."
After a nod to his late father -- "He's probably up there with a cold can of Miller Lite" -- McConaughey offered some straightforward advice for the 0crowd: "Just keep living."
